The Affordable Care Act ("ACA") established the Patient-Centered Outcomes Research Institute (the "PCORI"), which has as its mission the engagement in comparative clinical research and reporting those comparisons to be used by patients, physicians, consumers and others to make informed health decisions. Those reports by the PCORI are funded by a fee imposed upon the sponsors of self-funded plans and issuers of individual and group health insurance policies.
